Job Summary
State Coordinator leads environmental program staff, oversees state contracts, and provides technical assistance to rural communities addressing water and wastewater infrastructure, including planning, financing, utility operations, and community development; duties include developing reports and feasibility studies, monitoring contract compliance, and coordinating funding opportunities, while supervising staff, training, and ensuring regulatory compliance. The role supports partnership activities with RCAP and requires maintaining a valid driver’s license and authorization to work in the USA. Remote-work from home is acceptable for candidates residing in West Texas (Abilene, Lubbock, Midland, El Paso).
Required Qualifications
- Bachelor’s degree in environmental sciences, social sciences, management, public administration or related field (preferred) with 8 years of experience and 1 year supervisory experience OR High School diploma with Water or Wastewater Operator Certification and 12 years of experience in operating/managing environmental systems with 1 year supervisory experience
- Knowledge of federal, state, local and private-sector funding programs, regulations, and statutes impacting rural water, wastewater, and environmental management systems
- Experience providing technical assistance to rural communities with knowledge of water/wastewater system operations, engineering practices, terminology, and regulatory compliance
- Proven ability to supervise professional staff, set performance goals, and prepare formal reports and program progress reports
- Experience managing state and federal contracts; identifying or developing funding opportunities
- Must maintain a valid driver’s license, reliable transportation, acceptable driving record, and at least state minimum auto insurance
- Must be authorized to work in the USA
- Excellent communication and outreach skills
- Ability to develop reports, feasibility studies, rate analyses, project documentation, and recommendations for informed decision-making
- Ability to build and maintain relationships with federal, state, and local agencies
