West Texas State Coordinator

State Coordinator with Communities Unlimited partnering through RCAP oversees state environmental program staff, manages state contracts, and provides technical assistance to rural communities addressing water and wastewater infrastructure. Responsibilities include supervising professional staff, developing and monitoring reports and feasibility studies, managing funding opportunities and regulatory compliance, building relationships with federal/state/local agencies for funding and technical assistance, and providing training and outreach to communities. Candidate must reside in the West Texas area (Abilene, Lubbock, Midland, El Paso) and work from home when possible; duties emphasize program planning, financing, utility operations, and community development, with a focus on environmental management systems and grant/contract administration. Required qualifications emphasize either a Bachelor's degree with 8 years' experience (1 year supervisory) or a High School diploma with a Water/Wastewater Operator Certification and 12 years' experience (1 year supervisory), plus knowledge of funding programs and regulatory compliance, and authorization to work in the USA.
