Job Summary
Civil Engineer – Water Distribution & Infrastructure responsibilities include planning, design, and delivery of water infrastructure capital improvement projects (CIP) such as wells, pump stations, storage tanks, pipelines, and water treatment facilities; overseeing full lifecycle of projects from concept through closeout; coordinating with regulatory agencies (DDW, SWRCB); performing hydraulic analysis and civil design calculations; preparing drawings and specifications using AutoCAD, Civil 3D, and GIS; supporting capital budgeting and rate filings; and ensuring safety and compliance with AWWA standards. The role requires a BS in Civil or Mechanical Engineering, 2+ years of relevant design/project-management experience, proficiency with AutoCAD/Civil 3D/GIS, knowledge of CA Title 22 and DDW/SWRCB regulations, permit submittal experience, and a CA Driver’s License; EIT/PE license and related certifications are preferred.
Required Qualifications
- BS in Civil Engineering, Mechanical Engineering, or related engineering field
- 2+ years of experience in design and project management of water distribution, potable water, wastewater, oil and gas, or related civil infrastructure
- Hands-on experience with engineering calculations, hydraulic analysis, civil design, and construction management oversight
- Proficiency with AutoCAD, Civil 3D, and/or GIS tools
- Working knowledge of AWWA standards, Title 22 (California), and applicable water system codes and regulations
- Experience preparing permit submittals and communicating with regulatory agencies (DDW, SWRCB, or equivalent)
- Project management fundamentals — scope, schedule, and budget tracking
- Strong technical writing skills for reports, bid specifications, and regulatory filings
- Valid California Driver’s License
