Job Summary
Set the technical direction for water resources services across Virginia, leading teams that support transportation, rail, transit, and municipal infrastructure programs. Oversee hydrologic and hydraulic analysis, stormwater management, drainage design, floodplain studies, permitting, and related technical deliverables. Build trusted relationships with clients, regulatory agencies, and stakeholders while partnering on pursuits, proposals, and strategic growth initiatives. Guide project execution, staffing, QA/QC, and risk management to ensure successful delivery. Mentor engineers and designers to foster a high-performance culture. Represent STV in client meetings, technical reviews, and project presentations.
Required Qualifications
- Bachelor's degree in Civil Engineering, Environmental Engineering, or a related field
- 15+ years of progressive water resources experience, preferably on transportation infrastructure projects
- Professional Engineer license in Virginia, or ability to obtain within six months
- Strong expertise in hydrologic and hydraulic analysis, stormwater management, drainage and culvert design, erosion and sediment control, and permitting
- Proficiency with engineering tools such as HEC-RAS, HydroCAD, or equivalent platforms
- Experience with MicroStation and/or OpenRoads Designer
- Strong communication skills with the ability to lead multidisciplinary teams and engage effectively with clients
