Job Summary
Oversee program controls throughout the entire project lifecycle, from planning through final handover, providing comprehensive support for cost estimating, cost control, scheduling, and risk management. Direct escalated decisions on cost estimates, schedules, change orders, claims, and time extensions while evaluating project performance and recovery plans. Establish policies, procedures, and training criteria for the Project Controls functional group, developing decision-support tools for real-time project health insights. Manage force account needs and present recommendations for risk, compliance, and ROI analyses. Work within the Infrastructure Department to set standards for all staff, with authority to consider organizational direction and drive continuous improvement. May work evenings and weekends; travel required to other MTA locations or external sites.
Required Qualifications
- Bachelor's degree in Engineering, Architecture, Construction, or Project Management, Business Administration, Transportation, or a related field
- Minimum of sixteen (16) years of related experience
- At least ten (10) years in a management or supervisory role and/or project manager role in a large, multi-faceted organization
- Must possess proven leadership ability, sound judgment, effective verbal and written communication and interpersonal skills, and the ability to resolve conflicts and balance competing priorities
- Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement
- Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements
- Must possess excellent team-building, listening, problem-solving, and prioritization skills
- Must have proven proficiency in developing and managing comprehensive project budgets, including accurate cost forecasting, in-depth variance analysis, and implementation of effective cost control strategies to ensure financial accountability
- Must have extensive experience in identifying, assessing, and mitigating project risks through the development and execution of comprehensive risk management plans and proactive mitigation strategies to minimize impact on project objectives
- Must have demonstrated ability to build relationships and work collaboratively with multiple stakeholders at all internal levels within the organization
- Must have demonstrated ability to work in a high-profile, high-pressure environment effectively
- Must be able to work outside of normal work hours (i.e., evenings and weekends)
- Travel may be required to other MTA locations or other external sites
Desired Qualifications
- Master's preferred
- Licensed Professional Engineer or Registered Architect desirable
- PMI-SP, EVP, CCP, or CPE Certifications are desirable
- Significant experience in project management for major construction projects or projects with highly complex systems is preferred
