Job Summary
Lead the development of clear, compliant cost/price proposals for Federal and SLED procurements, including FFP, T&M, and IDIQ task orders. Partner with executive leadership to shape capture strategies, conduct price-to-win modeling, and benchmark competitor rates. Build dynamic financial models, labor rate structures, and indirect rate build-ups while overseeing cost narratives and Basis of Estimate documentation. Serve as the primary subject matter expert for prime contracts, joint ventures, and subcontractor teaming agreements, interfacing directly with clients to negotiate favorable commercial terms. Maintain strict compliance with FAR, DFARS, CAS, and GSA MAS requirements while standardizing internal pricing tools and processes. Monitor post-award financial performance to evaluate actual labor costs against proposed margins. Build and mentor a high-performing pricing organization, establishing best practices and scalable processes aligned with corporate growth objectives.
Required Qualifications
- 10+ years of progressive leadership in government contracting pricing, financial modeling, and cost/price volume delivery
- Expert understanding of federal and SLED procurement processes, contract vehicles (GSA Schedules, GWACs, IDIQs), and FAR/DFARS compliance
- Advanced expertise in complex financial modeling, rate build-ups, and pricing software/analytics platforms
- Proven experience conducting competitive pricing analysis, market intelligence assessments, and PTW strategy development for complex government procurements
- Bachelor's degree in Finance, Accounting, Economics, Business Administration, or a related field
