Job Summary
Executive-level Vice President of Human Resources to provide strategic leadership and coordination of the Commission’s HR functions. Reports to the COO and leads HR programs, services, and operations for ~350 employees. Oversees recruitment and selection, training and organizational development, classification and compensation, benefits administration, labor relations, employee relations, compliance, and HR data management. Requires leading labor contract negotiations, advising on grievances, monitoring employment laws, ensuring internal equity, partnering with Finance on payroll strategy, and building a high-performing HR team. Ideal candidate offers strategic and hands-on leadership, credibility across executive leadership, and strong relationship-building skills in a complex public agency environment.
Required Qualifications
- Graduation from an accredited four-year college or university in business, or a related field
- Ten (10) years of progressively responsible Human Resources leadership or management experience
- At least five (5) years in a management capacity
- Possession of, or ability to obtain, a valid California Driver’s License by time of appointment
- Possession of a Human Resources certification from an accredited college or university program
Desired Qualifications
- Advanced degree (Master’s or Juris Doctor)
- Significant experience in labor relations, including collective bargaining and employee relations
- Strong knowledge of California employment law and federal labor regulations
- Experience in public sector, quasi-public, or other highly regulated environments
- Experience leading organizational change or workforce transitions
- Experience working in a unionized environment
- Strong communication and relationship-building skills across diverse stakeholder groups
- HR certification from an accredited college or university program
