Job Summary
Conduct market analysis, competitive assessments, and demand forecasting to identify emerging opportunities and risks for RCIL's enterprise growth strategy. Develop and maintain a multi-year growth pipeline comprising new services, market expansions, partnerships, and strategic initiatives while leading business development efforts with managed care organizations, government agencies, and healthcare partners. Evaluate financial, operational, and regulatory viability for disability-adjacent service lines, present comprehensive business cases to the Executive Leadership Team, and recommend go/no-go decisions based on strategic fit and return on investment. Lead cross-functional teams to oversee the startup, launch, and stabilization of approved new programs, ensuring regulatory compliance and operational readiness. Serve as executive sponsor for new initiatives and transition mature programs to designated operational leaders as they scale.
Required Qualifications
- Bachelor's Degree
- Minimum of seven (7) years of progressively responsible leadership experience in business development, strategic planning, organizational growth, healthcare, human services, nonprofit leadership, consulting, or related executive functions
- Demonstrated success identifying, developing, implementing, and scaling new services, programs, business ventures, partnerships, or growth initiatives
- Experience leading complex cross-functional projects and influencing senior leaders without direct authority
- Strong understanding of business development, strategic planning, financial modeling, operational startup, market analysis, project management, organizational growth, reimbursement methodologies, and regulatory environments

Desired Qualifications
- Master's Degree in Business Administration (MBA), Public Administration (MPA), Healthcare Administration, Finance, Strategy, or related field
- Executive-level leadership experience
- Knowledge of human services, healthcare, government-funded programs, Medicaid, disability services, or related industries
