Job Summary
Utility Specialist responsibilities include providing analytical and policy support for Federally regulated electric distribution and transmission services, evaluating regulatory filings and tariffs, and supporting litigation, negotiations, and administration of agreements. The role involves developing persuasive written and oral analyses, supervising junior staff, and directly negotiating or supporting negotiations of complex contracts. It supports the City’s efforts to acquire the electric distribution grid in San Francisco and expands business operations through analysis of asset costs, terms and conditions of service under Federally regulated tariffs, and related proposals.
Required Qualifications
- Bachelor's degree in related field; four years journey-level work experience in one or more of: planning, scheduling, cost estimating and resource projecting for mid to large scale projects; utility operations planning; analysis, interpretation and application of utility contracts and regulations; power supply and transmission rates and contracts; generation, transmission or distribution planning and design. Substitution: additional qualifying experience may be substituted for the degree requirement on a year-for-year basis.
