Job Summary
Utility Financial Services Manager leads strategic financial planning and advisory for Loveland Utilities (Water, Wastewater, Power, and Pulse Broadband). The role oversees enterprise budgeting (> $300M), cost-of-service and rate design studies, long-range forecasting, and modernization of financial workflows. Responsibilities include building advanced financial models and dashboards, strengthening governance and internal controls, presenting insights to executives, boards, and council, and guiding cross-department financial initiatives to ensure affordability, reliability, and long-term sustainability. The position requires translating complex financial information into clear recommendations, leading a high-performance team, and driving process improvements across financial workflows and systems.
Required Qualifications
- Bachelor’s degree in finance, accounting, business administration, economics, public administration or closely related field
- 7 years progressively responsible experience in finance or accounting (preferably in utility/governmental environments)
- 5 years’ supervisory/leadership experience in a management or senior-level role
- Experience in budgeting, financial modeling, rate analysis, process improvement, and presenting to executive audiences or elected bodies
- Governmental and utility rate design and regulatory compliance
- Knowledge of ERP or financial systems and data analytics (preferred)
- Ability to analyze financial trends and translate into actionable insights
- Strong communication and stakeholder engagement skills
- Experience with long-range financial planning, capital investment planning, and debt management
- Certifications such as CPA, CPFO, CGFM or CMA (preferred)
