Underground Injection Control (UIC) Regulatory Lead (CCS)

Job Summary
Lead UIC Permitting & Compliance for ExxonMobil's CCS portfolio along the U.S. Gulf Coast. Own compliance with UIC permit requirements across the CCS portfolio; lead development and submission of permit applications, amendments, and renewals. Ensure high-quality technical content (subsurface modeling, well design, monitoring plans, risk assessments); drive permitting efficiency and quality; oversee regulatory compliance across the full project lifecycle (monitoring, reporting, verification). Engage regulators to support timely approvals and influence policy evolution. Collaborate with subsurface, wells, environmental, and project development teams to align requirements; design monitoring, surveillance, and seismic programs; integrate permitting timelines into broader project plans; advise on regulatory risk, timelines, and feasibility. Build external relationships with regulatory agencies and represent ExxonMobil in industry forums and regulatory discussions; monitor industry trends and inform strategy.
Required Qualifications
- Bachelor’s degree in engineering, geoscience, environmental science, or related field
- 10+ years of experience in subsurface, wells, environmental, or regulatory roles
- Direct experience with UIC permitting, CCS projects, or closely related regulatory frameworks
- Strong knowledge of Class VI UIC regulations (EPA and/or state primacy programs)
- Experience developing or reviewing technical permit components (e.g., AoR modeling, well design, monitoring plans)
- Demonstrated ability to work across disciplines in a complex, matrixed organization
- Strong communication and stakeholder engagement skills
