Job Summary

International Consultant on Essential Social Services in the EVAW Context to support UN Women Türkiye project design, implementation, monitoring and evaluation of essential social services for survivors of violence against women and girls. Responsibilities include preparing technical comparative briefs and online knowledge-sharing sessions, reviewing training curricula and guidance notes, providing quality assurance and coherence of deliverables, developing and adapting monitoring tools and indicators, and advising on survivor-centred service delivery, with a home-based, remote-working arrangement and a maximum of 25 working days (by 30 September 2027). The role operates under the supervision of the UN Women Programme Specialist and in collaboration with MoFSS and project partners.

Required Qualifications

  • Master’s degree or equivalent in women’s studies, social services, psychology, human rights, social policy, or related field (required)
  • A first-level university degree in relevant fields with an additional two years of qualifying professional experience may be accepted in lieu of an advanced degree
  • At least seven (7) years of progressively responsible professional experience providing technical or advisory support on essential social services related to EVAW
  • Experience with international norms, standards, and good practices in EVAW
  • Demonstrated experience in policy-oriented analysis or technical advisory work related to social service delivery systems, psychosocial support frameworks, case management models, and coordination mechanisms in EVAW contexts (highly desirable)
  • Demonstrated experience in monitoring, evaluation, or results-based frameworks for EVAW essential services, including design/adaptation of assessment tools and indicators (highly desirable)
  • Demonstrated experience in capacity development support, technical guidance, training, and knowledge product development
  • Ability to develop and ensure coherence of deliverables with international EVAW standards
  • Technical writing and knowledge product development
  • Capacity development and adult learning in EVAW context
  • Monitoring, results measurement, and indicator development
  • Survivor-centred and empowerment-oriented programming expertise
  • Data analysis, interpretation, and programme learning
  • Technical quality assurance and coherence of deliverables
  • Commitment to gender issues and inclusive collaboration
