UBE & Community Workforce Manager

Job Summary
Develop and implement UBE Engagement, Utilization, and Community Workforce compliance documentation, policies, and standard operating procedures. Conduct regular audits of projects and departments to ensure adherence to UBE best practices while educating employees on program requirements. Facilitate the implementation of the UBE Solicitation Policy and oversee the program's utilization and reporting. Lead UBE engagement events, partner with local organizations, and expand the trade partner pool by supporting prequalification efforts. Provide leadership oversight to project teams to achieve contracting and workforce inclusion goals, develop bi-annual reports on companywide metrics, and maintain XL's position as a Mentor in a Mentor Protégé program. Represent XL within the community and participate on boards to provide thought leadership.
Required Qualifications
- Relevant BA/BS degree or equivalent relevant experience
- Strong relationships with diversity leaders within Northern Californian market sectors
- Ability to understand public policy and legislative developments affecting community engagement and workforce development
- Ability to build and maintain trust-based relationships with stakeholders
- Experience with supplier/trade partner relations and diversity outreach
- Knowledge of supplier diversity best practices and industry trends
- Excellent communication, negotiation, and relationship-building skills
- Knowledge of construction management processes
- Ability to analyze data, produce reports, and track UBE metrics
- Track record of success in engaging business leaders and vendors in diversity initiatives
- Bi-lingual in Spanish
- DEI (CDP) Certification
- Experience in union industries
