Job Summary
Lead outreach to prime contractors, subcontractors, and commercial clients across the United States to identify new business opportunities for staffing, recruiting, and HR consulting services. Build strong relationships with industry contacts while researching potential clients with active hiring needs and assisting with follow-up, scheduling, and qualification. Support negotiations, rate discussions, and client intake preparation, then track pipeline movement and partnership progress. Conduct capture research through public procurement sources and market intelligence to support proposal readiness, including compliance matrices, capability summaries, and past performance writeups. Screen candidates for clearance levels including Public Trust, Secret, and TS/SCI, utilizing Boolean searches and internal databases to source passive talent for federal, cleared, and industrial roles. Maintain accurate ATS records and manage multiple priorities during India night shift aligned to U.S. Eastern Time business hours.
Required Qualifications
- Minimum 7+ years of U.S. staffing, recruiting, or business development experience
- Strong experience supporting business development within U.S. staffing, consulting, or government contracting environments
- Experience recruiting for U.S. federal, cleared, technical, construction, engineering, or professional services roles
- Strong understanding of U.S. employment models including W2, 1099, and direct hire placements
- Familiarity with U.S. security clearances and cleared recruiting terminology
- Strong ability to conduct Boolean searches and proactively source passive candidates
- Excellent written and verbal English communication skills
- Experience using ATS, CRM platforms, job boards, Microsoft Office, and collaboration tools
- Ability to work independently during India night shift aligned to U.S. Eastern Time
- Strong organization skills with the ability to manage multiple priorities simultaneously
- All applicants must be legally authorized to work in India and capable of supporting U.S. business operations aligned to Eastern Time schedules
Desired Qualifications
- Experience supporting business development within U.S. staffing or government contracting environments
- Experience supporting HR consulting services or workforce consulting engagements
- Familiarity with federal contracting vehicles including RFPs, RFQs, RFIs, IDIQs, GWACs, BPAs, and teaming agreements
- Proposal writing or proposal coordination experience
- Experience training or mentoring recruiters
- Prior experience recruiting TS/SCI, CI Polygraph, or Full Scope Polygraph candidates
- Experience supporting construction, cybersecurity, project controls, ServiceNow, cloud engineering, MLOps, or federal consulting roles
