Job Summary
Supervise Traffic Signal, Signing, Striping, and Traffic Control field crews within the Transportation Services Division, prioritizing activities to ensure safe and efficient service delivery. Develop work schedules, preventive maintenance programs, and operational plans while managing division budgets, equipment needs, and contractor activities. Oversee the installation, inspection, and repair of traffic signals, signs, pavement markings, and ITS devices in compliance with MUTCD, OSHA, and City standards. Respond to emergency situations and after-hours incidents, coordinate with Engineering, Streets, Utilities, and outside agencies to address project needs, and analyze field conditions to recommend improvements. Requires valid Arizona driver's license, seven years of progressively responsible experience in transportation maintenance, and ability to work flexible hours including evenings, holidays, and emergencies.
Required Qualifications
- High school diploma or equivalent
- Seven (7) years of progressively responsible experience in traffic signals, signing, pavement markings, transportation maintenance, or related public works operations
- Three (3) years of supervisory experience
- Valid Arizona driver's license
- Possess and maintain a commercial driver's license (CDL)
- IMSA and ATSSA certifications in traffic control and/or traffic signals
- Knowledge of principles of supervision, training, safe work practices, related laws, and regulations
- Knowledge of municipal budgets, contracts, procurement processes, and City administrative procedures
- Skill in planning, organizing, and prioritizing work activities to effectively manage personnel, equipment, materials, and resources
- Skill in promoting and enforcing safe work practices and ensuring compliance with applicable policies and procedures
- Ability to perform a broad range of supervisory responsibilities, including staff development, performance evaluations, scheduling, and program oversight
- Ability to establish and maintain cooperative working relationships with employees, City staff, contractors, outside agencies, and citizens
- Knowledge of transportation operations, including traffic signals, signing, striping, traffic control, ITS devices, and related roadway infrastructure maintenance
- Knowledge of materials, methods, and techniques commonly used in traffic control, sign installation, pavement marking, and traffic signal maintenance operations
- Knowledge of equipment, tools, and technology used in transportation maintenance and field operations
- Knowledge of Manual on Uniform Traffic Control Devices (MUTCD), MAG specifications, OSHA safety rules and regulations, and applicable transportation standards
- Knowledge of safety standards and practices in active traffic and roadway environments
- Knowledge of program planning, asset management, preventive maintenance, and risk management principles
- Ability to interpret and apply transportation standards, technical documents, City policies, and applicable federal and state regulations
- Ability to read and understand traffic control plans, construction documents, equipment specifications, and electrical schematics
- Ability to identify transportation maintenance needs, analyze operational issues, and recommend appropriate improvements
- Ability to prepare reports, maintain records, and analyze operational data
- Knowledge of computer software related to word processing, spreadsheets, databases, and work order management systems
- Skill in operating MUNIS, Lucity, Trakit, GIST, and Microsoft Office programs
- Skill in communicating effectively, both verbally and in writing
- Ability to work safely in traffic exposed environments
- Working flexible hours
- Working weekdays, evenings, some holidays, emergencies, and special events as needed
- Safely operates a variety of standard office equipment including a computer, telephone, calculator, and copier
- Safely lifts and carries materials weighing up to 30 pounds
