Transportation Engineering Lead | Preliminary Engineering Phase I | Illinois

Job Summary

Lead Phase I transportation engineering projects for IDOT, Illinois Tollway, and municipalities by managing preliminary engineering, feasibility studies, and alternatives analyses. Direct corridor studies, concept development, and engineering evaluations while overseeing technical reports, design studies, and supporting documentation. Coordinate multidisciplinary teams including roadway, structures, traffic, drainage, utilities, environmental, geotechnical, and right-of-way specialists. Serve as the primary client contact, maintaining strong relationships with public agencies and stakeholders. Provide technical oversight and quality assurance for engineering deliverables, ensuring compliance with IDOT BDE Manual, Illinois Tollway standards, NEPA requirements, and applicable federal and state regulations. Lead project planning, scope development, budgeting, scheduling, staffing, and risk management. Participate in public involvement meetings, agency coordination meetings, and stakeholder presentations. Mentor and develop junior engineers while promoting technical excellence throughout the organization. Support proposal development, interviews, and strategic business development initiatives.

Required Qualifications

  • Bachelor's degree in Civil Engineering from an ABET-accredited university
  • Professional Engineer (PE) license in the State of Illinois
  • 12+ years of progressive transportation engineering experience, with significant emphasis on preliminary engineering and Phase I studies
  • Demonstrated experience leading IDOT and Illinois Tollway projects
  • Extensive knowledge of Phase I Engineering
  • Extensive knowledge of Feasibility Studies
  • Extensive knowledge of Alternatives Analysis
  • Extensive knowledge of Corridor Studies
  • Extensive knowledge of NEPA documentation
  • Extensive knowledge of Environmental coordination
  • Extensive knowledge of Preliminary roadway geometric design
  • Extensive knowledge of Agency permitting and approvals
  • Proven experience managing multidisciplinary engineering teams and multiple concurrent projects
  • Strong client management, leadership, communication, and presentation skills
  • Experience developing project scopes, schedules, and budgets
  • Experience with CMAP planning initiatives and municipal transportation projects
  • Working knowledge of Phase II design and construction engineering services
  • Established relationships with IDOT districts, Illinois Tollway staff, and local public agencies
  • Experience leading pursuits and winning transportation infrastructure projects

Desired Qualifications
