Job Summary

Conduct strategic planning, development, and implementation of program initiatives for The Carter Center's Guinea Worm Eradication and Trachoma Control Programs in South Sudan. Represent organizational interests, manage budgets, and oversee human resources functions for locally recruited personnel. Collaborate with host government agencies, United Nations organizations, bilateral donors, and NGOs to advance program goals. Develop and implement security protocols to ensure safety of staff, assets, and activities, including responding to security risks. Direct contract negotiations with vendors and prepare operational, statistical, and briefing reports. This unaccompanied assignment is stationed in Juba for 2 years with a requirement for Hostile Environment Awareness Training.

Required Qualifications

  • A bachelor's degree in a field related to the program area.
  • Seven years of related experience.
  • Hostile Environment Awareness Training (HEAT) will be required.

Desired Qualifications

  • A master's degree in public health, public administration, operations, or development is advantageous.
  • Experience with Neglected Tropical Diseases such as Guinea worm, Trachoma, River Blindness or Lymphatic Filariasis is highly desirable.
  • Non-governmental organization (NGO) and Civil Society Organization (CSO) experience are beneficial.
  • Experience working in Sub-Saharan Africa and complex operational environments, preferably in international development, or humanitarian settings is preferred.
  • Experience collaborating with government agencies, donors, diplomats and other key stakeholders to advance program goals is highly preferred.
  • Data management experience is advantageous.
  • Proven experience overseeing operations, supply chain and financial management of a country program.
  • Demonstrated ability to manage diverse teams and performance across multiple projects/programs effectively.
  • Experience in developing, implementing, and managing security procedures for a country office.
  • Strong leadership and strategic planning skills to support program execution and organizational objectives.
  • Effective problem-solving and decision-making skills in high-pressure situations.
  • Ability to manage multiple priorities and work effectively under pressure.
  • Strong diplomatic, interpersonal, and stakeholder engagement skills.
  • Proven team player with experience leading diverse and multicultural teams.
  • Strong judgment, adaptability, and problem-solving skills.
