Job Summary
The Test Engineer leads enterprise IT testing activities for the SEC ISS contract, owning end-to-end test lifecycle from requirements analysis to defect management and automation. Responsibilities include defining and executing test strategies and plans, coordinating with engineering, operations, and government stakeholders to align testing with release timelines and production readiness, directing accessibility, functional, usability, and performance validation (including Section 508), managing defect triage and reporting, driving test automation, and providing Tier 4 escalation support as needed. The role collaborates across SEC teams to improve service quality and ensure compliant, high-quality production service delivery. Location: On-site at SEC HQ, Washington, DC; Telework as authorized.
Required Qualifications
- Citizenship/Work Authorization: Must have US Citizenship
- Clearance: Ability to obtain and maintain SEC Public Trust (or higher if required)
- Education: Bachelor's degree in a relevant field (e.g., Information Technology, Computer Science, Engineering) or equivalent
- Experience: 5+ years of experience leading and managing enterprise IT testing programs
- Experience: Leading and managing all phases of test planning and execution, including analysis/design, defect tracking, and automation
- Experience: Testing a broad range of IT technologies including operating systems, hardware, and applications
- Experience: Accessibility, functionality, usability, and load/stress testing in enterprise environments
- Technical Skills: Broad IT technology coverage across operating systems, hardware, and applications; Section 508 accessibility testing; Functional and usability testing; Load and stress testing; Defect lifecycle management and reporting; Test plan development and execution governance; Test automation strategy and implementation
- Preferred Qualifications: Federal IT service contracts in regulated environments; FISMA/NIST-aligned quality and compliance practices; Enterprise testing and quality platforms; ServiceNow or similar platforms for defect/incident workflow coordination; Hybrid on-site/telework delivery models; ISTQB CTFL or higher; CSTE or equivalent; DHS Trusted Tester (Section 508)
