Job Summary
Consultant to develop a cost-benefit and operational assessment of Quito Metro's operations and maintenance model; identify activities to outsource, evaluate ICT and data needs, strengthen supervision and governance, and analyze gender participation. Deliver an action-oriented report and plan, capacity-building requirements, a policy brief, and related communications outputs including blog articles. Engagement includes kick-off meetings, consultations, and workshops with multiple stakeholders to support a more efficient and coherent operating model for the Quito Metro subsystem (2028–2032) and preparation for the upcoming operations tender.
Required Qualifications
- Experience in transport sector consultancy
- Proven ability to conduct cost-benefit analyses
- Stakeholder engagement and workshops
- Familiarity with ICT/data systems in rail/metro
- Gender-inclusive analysis
