Job Summary
Ensure consistent implementation of integrated health services (HIV, TB, malaria, MCH, nutrition) across multiple provinces in the DRC using a hub-and-spoke model. Develop and validate technical protocols, tools, and guidelines while overseeing mentorship, supportive supervision, and coaching for community health workers and frontline providers. Align program activities with Ministry of Health policies, standards, and priorities to strengthen national health systems and facilitate integration of faith-based and community services into national training and health information systems. Propose performance indicators, monitor program progress, and guide data analysis to improve service quality and drive data-driven decision-making. Transition activities toward national systems and define milestones for the gradual transfer of responsibilities to local authorities. Represent the program in national technical working groups and provide technical support to field teams.
Required Qualifications
- Advanced university degree (Master's or equivalent) in public health, medicine, epidemiology, nutrition, or a related field
- Minimum of 7–10 years of experience in the implementation of public health programs, preferably in resource-limited settings
- Proven experience in the following areas: HIV/AIDS, tuberculosis, malaria; Maternal, newborn, and child health (MNCH) and nutrition; Health systems strengthening
- Practical experience with community-based approaches and integrated service delivery models (e.g., hub-and-spoke)
- Experience working with international NGOs, United Nations agencies, or donors (US, Global Fund, etc.)
- Experience collaborating with Ministries of Health and local authorities
- Ability and willingness to travel both nationally and internationally up to 70% of the time
- No history of child abuse or behavior inconsistent with child protection principles
Desired Qualifications
- Specialization in community health, health systems, or international health is an asset
- Expertise in public health (service integration)
- Knowledge of the national health system
- Ability to coordinate multiple stakeholders
- Strong expertise in the design, implementation, and evaluation of integrated health programs
- Good knowledge of national health policies and international standards (WHO, UNICEF, etc.)
- Expertise in: Capacity strengthening (training, mentorship, supportive supervision)
- Monitoring and evaluation (M&E), data management, and health information systems
- Health product supply and logistics/supply chain management
- Ability to develop technical tools, guidelines, and protocols
- Good understanding of health system digitalization and digital tools
- Additional work experience preferred for this position
- Strong ability to analyze data to inform decision-making
- Skills in strategic and operational planning
- Ability to design transition and sustainability plans
- Ability to solve complex problems in dynamic environments
