Job Summary
Technical Consultant to design, develop, test, and prepare a fully functional offline Excel-based Digital Investment Case Tool for Women's Health, piloted in Kenya or Egypt with MoH and MoF engagement, and scalable across LMIC contexts in MENA/Sub-Saharan Africa. The role covers tool design across six modules, creation of advocacy materials and a country-specific economic narrative, pilot testing with MoH staff, capacity-building trainings, stakeholder engagement support, and an end-of-pilot evaluation with a scalable roadmap over a six-month period.
Required Qualifications
- Postgraduate degree in economics, health economics, public health, or related field.
- Minimum 5 years' health economics experience, with deep knowledge of SRHR and PHC investment evidence in LMICs.
- Proven track record building complex analytical and decision-support tools in Microsoft Excel, portfolio evidence required.
- Experience engaging MoH and/or MoF counterparts in LMICs; ability to translate technical evidence for senior government audiences.
- Ability to design and deliver training programmes for government professionals.
- Excellent written English; able to produce clear policy briefs and advocacy materials for non specialist audiences.
