Technical Account Manager - CCoE Section, Cloud Platform Enablement Department (CPED)

Job Summary
Technical Account Manager (TAM) bridging CCoE and internal service teams within Rakuten's Cloud Platform Enablement Department. Responsible for governing cloud usage, promoting CCoE policies and security guardrails, driving FinOps and cost optimization, providing architecture guidance, and coordinating across security, networking, and vendor teams to support 2+ cloud providers (AWS, Azure, GCP, OCI). Works with BUs to review cloud requests, manage change management tickets, produce runbooks and knowledge base content, and ensure compliant, efficient cloud adoption. Requires senior-level cloud experience, strong stakeholder management, and bilingual (English/Japanese) communication.
Required Qualifications
- More than 5 years of hands-on experience operating and configuring public cloud environments (2 or more of AWS, Azure, GCP, or OCI)
- Experience with basic IAM and networking configuration and troubleshooting (VPC, subnets, security groups, etc.)
- Experience coordinating and resolving technical issues with multiple internal and external stakeholders
- Experience working with Jira or equivalent ticket management tools
- Strong communication skills, including the ability to explain technical concepts to non-technical stakeholders
- Business-level English communication skills (meetings, Slack, documentation)
Desired Qualifications
- Associate-level or above cloud certification from AWS, Azure, GCP, or OCI
- Hands-on FinOps experience (cost analysis, budget alerts, resource optimization)
- Experience designing multi-cloud architectures (2+ providers)
- Experience with cloud operations that consider security and compliance requirements
- Experience in internal user support or helpdesk roles
- Experience creating documentation and managing knowledge using Confluence
- Basic experience with IaC tools such as Terraform
- Experience leveraging AI/LLM tools (e.g., Claude Code) to improve work efficiency
- Experience handling cloud vendor support cases and technical negotiations
- Languages: English (Advanced) and Japanese (Intermediate)
