Job Summary

Lead the agency's full-cycle recruitment strategy, developing innovative sourcing tactics to build proactive talent pipelines for critical positions. Manage the recruitment lifecycle from workforce planning through onboarding, including candidate assessments, offer coordination, and maintaining an exceptional candidate experience. Partner with department leaders to anticipate hiring needs, advise on interviewing best practices, and recommend improvements based on recruitment analytics. Represent LARC at community events and career fairs to strengthen employer branding while ensuring all activities comply with federal and state employment laws.

Required Qualifications

  • Associate's degree in Human Resources, Business Administration, Communications, Marketing, Psychology, or a related field (or equivalent combination of education and experience)
  • Three or more years of progressively responsible experience in talent acquisition, recruiting, staffing, or human resources
  • Demonstrated success developing recruiting strategies and building talent pipelines
  • Strong knowledge of behavioral interviewing techniques
  • Excellent interpersonal, communication, and relationship-building skills
  • Strong organizational, project management, and time management abilities
  • Ability to manage multiple priorities while exercising sound independent judgment
  • Proficiency with Microsoft Office and applicant tracking systems
  • Valid Connecticut driver's license with reliable transportation

Desired Qualifications

  • Bachelor's degree
  • SHRM-CP, SHRM-SCP, PHR, or Talent Acquisition certification
  • Experience recruiting within nonprofit, healthcare, behavioral health, or human services organizations
  • Experience with Paycom HRIS
  • Experience using recruitment analytics and workforce metrics to improve hiring outcomes
  • Experience developing recruitment marketing campaigns
  • Knowledge of Connecticut employment law
