Job Summary

Senior-level technical leadership for enterprise recruiting and ERP systems. Lead and oversee design reviews, system integrations, vendor oversight, and service management across a complex multi-agency environment. Support Oracle PeopleSoft FSCM/HCM and Oracle Taleo Recruit platforms, validate code and development standards, assist with disaster recovery and upgrade testing, ensure accessibility compliance (WCAG 2.1), and drive reporting and analytics initiatives. Provide guidance for migrations from Oracle Taleo Recruit to Oracle PeopleSoft Recruit (TAM/CG); collaborate with executives, vendors, project teams, and business stakeholders to maintain performance, reliability, and security across HR, payroll, recruiting, and financial systems. Remote work with on-site presence in Texas may be required, with occasional client-site activities in Austin, TX; primary remote work arrangement with potential on-site participation.

Required Qualifications

  • 10+ Years of Experience
  • Direct experience working for or supporting Texas state government agencies
  • Technical support, administration, or oversight of enterprise application systems
  • Strategic technology planning and roadmap development
  • Executive-level communications and presentation development
  • Technical project management supporting large-scale ERP initiatives
  • Vendor management and contract compliance oversight
  • Data integration, data quality management, and SDLC methodologies
  • Hands-on experience with Oracle PeopleSoft FSCM or HCM 9.2

  • PS Query
  • SQR
  • Application Engine
  • Oracle Database 11g or higher
  • IT Service Management (ITSM) functions and ITIL-based service delivery processes
  • Service desk operations, incident management, and operational support
  • Technical support of a multi-tenant Oracle Taleo Recruit SaaS environment
  • Experience supporting large-scale recruiting technology platforms and integrations
  • Experience with at least three reporting and analytics platforms such as Tableau, Power BI, Oracle SQL Developer
  • Planning and supporting migrations from Oracle Taleo Recruit to Oracle PeopleSoft Recruit (TAM/CG) or comparable recruiting platform transitions
  • 10+ years of experience applying software and hardware management best practices
  • 10+ years of experience developing technical specifications for IT procurements and vendor engagements
  • 5+ years of hands-on experience supporting Oracle PeopleSoft Recruit (TAM/CG)
  • Experience with Agile delivery methodologies
  • Experience with ITIL service management frameworks
  • Familiarity with information security frameworks such as NIST
  • Experience supporting large-scale ERP ecosystems serving multiple business units or government organizations
  • Strong analytical, troubleshooting, and stakeholder management skills
