Job Summary

Review new bid opportunities on a continuous basis and identify qualified suppliers through various sources to match with buyer demands. Encourage supplier participation in bidding via emails, calls, and documented communication while managing buyer and supplier inquiries to realize successful bid opportunities within required timeframes. Develop systematic supplier education processes, facilitate vendor certification programs, and maintain a centralized database of supplier contact information, user details, business categories, and email IDs. Update reporting data daily to ensure accuracy and communicate relevant information to employees and supervisors. Systematically review and update City supplier contact information within database systems while developing skills and knowledge to relay updates to Purchasing employees and regional purchasing groups. Participate in meetings and committees to receive and convey information, and facilitate Purchasing Division education, training, and outreach events. Monitor performance of City interns allocated to the Purchasing Department to identify and communicate learning needs.

Required Qualifications

  • Six years of any combination of relevant education, training or experience sufficient to perform the essential duties of the job
  • Bachelor's Degree in Business Administration or Finance
  • Two (2) years experience in public- or private-sector purchasing activities such as bidding, responding, negotiating, procedure training, contract management, supplier recruitment and/or maintaining supplier databases
  • Knowledge of public procurement principles and methods
  • Knowledge of public relations principles
  • Knowledge of conflict resolution principles
  • Knowledge of document composition principles
  • Knowledge of promotional material development principles
  • Knowledge of public information principles
  • Knowledge of applicable Federal, State and local laws, ordinances, codes, rules, regulations, standards, policies and procedures
  • Skills in public speaking
  • Skills in procedure development
  • Skills in instructional program development and implementation
  • Skills in monitoring budgets
  • Skills in preparing promotional or educational materials
  • Skills in informational survey development
  • Skills in using a computer and related software applications
  • Communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction
  • Must meet regular attendance requirements
  • Must be able to maintain good interpersonal relationships with staff, co-workers, managers and citizens
  • Must accomplish the essential functions of the job, with or without reasonable accommodations, in a timely manner
