Job Summary
Manage the major capital program on a 3-5yr basis for the El Dorado Refinery, prioritizing the portfolio by evaluating risk, ROI, and regulatory drivers. Assure corporate standards are met and validate project flow efficiency by overseeing direct project managers and coordinating with outside engineering consultants. Develop construction strategies while communicating progress and problems to refinery leadership and stakeholders on a timely basis. Supervise five employees and manage external engineering resources to support the $30MM annual capital spend focused on improving plant profitability and reliability.
Required Qualifications
- Supervise project managers that manage all major capital projects ($>5MM TIC)
- Oversee a project portfolio with ~$30MM in capital spend year over year
- Manage the major capital program on a 3-5yr basis
- Meet the long-term vision and strategy for the El Dorado Refinery
- Prioritize major capital portfolio by evaluating risk, ROI, regulatory, production drivers
- Assure corporate capital project standards are adhered to within individual projects
- Assure 3rd party engineering support is meeting productivity and cost KPIs
- Coordinate with outside engineering/consultants on major capital portfolio
- Develop construction strategies while working closely with Capital Construction and Turnaround
- Manage overall project expectations
- Oversee direct project manager's workload to validate project flow efficiency
- Coordinate and manage all requests for internal/external support
- Provide leadership and project stakeholders with regular updates regarding completion of milestones and significant accomplishments
- Communicate progress and problems in a timely manner
- Build capability within the major capital project group
- 10 years project management experience
- Bachelor's degree
- Ability to solve day-to-day problems on projects
- Find and develop solutions for long range viability of projects at the refinery
- Work and lead in a collaboratively team environment
- Advanced project engineering skills and training
- Develop and implement a project budget
- Stay on time and on budget
- Intermediate computer skills, including word processing, spreadsheets and database
- Self-starter
- Effectively communicate with others, both written and verbal communication
- Advanced reading and writing skills
- Perform complex mathematical calculations
- Supervises five employees
- Manage outside engineering employees
- Manage any other human resources needed to accomplish the project
- Up to 10% travel by land and air required
- Petroleum refinery, warehouse/plant environment
- Out-of-doors environment
- Driver based environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, loud noises and vibrations
- Subject to all temperatures, weather and varying road conditions
- Sitting, talking or hearing
- Making visual inspections
- Making precise hand and finger movements
- Reaching or grasping
- Lifting and/or carrying up to 50 lbs
- Pushing and/or pulling up to 50lbs
- Climbing up to 200 ft
- Perceiving color differences
- Wearing personal protective equipment as needed
- Respirator in emergency situations
- Beards not permitted
- Ability to operate and drive all assigned company vehicles at company standard insurance rates
- Valid state drivers license
- Proof of insurance required
- Ability to stand and walk
Desired Qualifications
- Project management experience (specifically larger projects that required corporate stakeholder management)
- Refinery experience
- Past supervisory experience
- Operational readiness knowledge (commissioning and start up support)
- Capital construction experience
- Master's of Engineering or equivalent experience
