Job Summary
Lead a team of procurement professionals to award, administer, and close out purchase orders, subcontracts, and contracts for supplies, materials, equipment, and services. Negotiate subcontracts, ensure compliance with FAR, DFARS, and company policies, and manage supplier relationships to meet project requirements. Supervise staff, provide training, and guide interpretation of acquisition regulations while overseeing performance and daily operations. Source and procure materials through approved requests, create purchase orders, track expediting, and facilitate audit activities. Maintain accurate procurement records, identify continuous improvement initiatives, and ensure all activities adhere to safety and health regulations. Requires a Bachelor's degree or 10 years of federal contracting experience, 4 years in a supervisory role, 2 years with a CPSR-compliant system, and up to 25% travel. Must obtain and maintain an intelligence community level clearance.
Required Qualifications
- Bachelor's degree in accounting, business, finance, contracts and contracting, purchasing, economics, supply chain management, or related field
- ten (10) years of specialized Federal Government or Government Contractor contracting and procurement experience
- Education and experience may be substituted interchangeably
- Four (4) years of experience in a direct supervisory capacity managing, motivating, developing, and overseeing staff members with responsibility for compliance
- Two (2) years of procurement experience with a contractor purchasing system review (CPSR) compliant purchasing system
- Proficient and experienced with automated procurement system(s)
- Intermediate presentation, teambuilding, and leadership skills
- Intermediate level in mathematical functions
- Proficient in MS office products including Excel and Microsoft Word
- Ability to obtain and maintain the required intelligence community level clearance
- Able to successfully pass any employment background check and/drug test as required
- Ability to travel up to 25% of the time
- Must be a U. Citizen to obtain required NASA badge
- Must be able to provide a certified Birth Certificate (with state seal), Passport, or INS Citizenship documents on date of hire
- Must have the ability to communicate the English language, both verbally and written, in an effective manner
- Must have, and maintain, a valid driver's license
