Job Summary

Conduct pre- and post-award subcontract administration, including soliciting, administering, and modifying task and delivery orders. Draft subcontract solicitation packages, conduct price analysis evaluations of proposals, and write price-to-win narratives for prime contract submissions. Serve as the primary interface between Booz Allen and subcontractors while negotiating agreements and preparing small business subcontracting plans. Ensure compliance with Contractor Purchasing System Review (CPSR) requirements and the Booz Allen Procurement Manual by maintaining accurate files and incorporating appropriate prime contract flow-downs. Work within an internal subcontracts team to support defense, national security, and civil federal acquisitions.

Required Qualifications

  • 5+ years of experience with subcontracts administration or procurement in support of U.S. government subcontracts
  • Experience creating file documentation in compliance with CPSR requirements
  • Experience supporting proposals in a demanding and fast-paced environment for defense, national security, and civil federal acquisitions
  • Experience negotiating various contract types, including Firm Fixed-Price (FFP), Firm-Fixed-Price Level-of-Effort (FFP LOE), Cost-plus-fixed-fee (CPFF) Term and Level of Effort (LOE), Time and Materials (T&M), and Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contract types
  • Knowledge of federal acquisition regulations (FARs), General Services Administration (GSA) schedules, Government-wide Acquisition Contracts (GWACs), and IDIQ vehicles
  • Bachelor's degree
  • U.S. citizenship

Desired Qualifications

  • Experience evaluating software license agreements to ensure conformance with federal regulations, including GSAM or GSAR
  • Experience providing instruction about contract requirements and procurement processes
  • Ability to multitask and prioritize based on demand of requirements or workload
  • Possession of excellent verbal and written communication skills
  • Possession of excellent organizational and problem-solving skills
