Job Summary
The FUSE Executive Fellow will join NWARPC for a two-year program to develop and define a sustainable regional transportation governance pathway in Northwest Arkansas. Year One emphasizes discovery, strategy development, and foundational planning; Year Two focuses on deepening alignment, refining structures, and advancing readiness for voter consideration. Responsibilities include conducting in-depth discovery through stakeholder listening, landscape analysis of existing regional plans and governance structures, and researching best practices; developing refined project goals and a phased, implementable roadmap; evaluating governance and legal models for a Regional Mobility Authority and related regional governance opportunities; coordinating with municipal leadership, regional agencies, employers, philanthropic partners, and community representatives to build alignment; creating public-facing concept materials and planning documents; and transferring knowledge to ensure sustained regional collaboration. The fellowship will culminate in a clear, publicly credible pathway toward a regional mobility authority capable of delivering transportation infrastructure at scale to support equitable mobility, economic growth, and long-term regional resilience. Provisions include 90 days of in-depth discovery, ongoing stakeholder engagement, and a structured plan for Year One deliverables and Year Two readiness, with expected outcomes including governance framework establishment, public-facing framework development, and capacity-building resources. The role emphasizes data analytics, operations and financial modeling, change management, coalition-building, and effective engagement with leaders and diverse stakeholders. The program is embedded within government agencies for a minimum of two years with full-time expectations and a compensation of $95,000 annually.
Required Qualifications
- 15+ years of progressively responsible experience in organizational transformation and change management
