Job Summary

Strengthening Coordinated Service Delivery for Residents Experiencing Homelessness — The FUSE Executive Fellow will align workflows, clarify roles, and strengthen coordination across the Department of Homelessness and Supportive Housing (HSH) by developing a clear and sustainable operating model. Responsibilities include conducting discovery to map current workflows and cross-divisional coordination, designing and implementing an internal operating model with clearly defined roles and decision-making, developing practical tools and process documentation, piloting improvements with staff, and establishing a performance framework with metrics to assess system effectiveness. The fellowship emphasizes collaboration with city leadership, staff, and external partners to deliver timely, equitable housing and support services for residents experiencing homelessness in San Francisco. The role involves leading comprehensive listening tours, landscape analyses, and strategy development, with deliverables such as standardized tools, project management frameworks, change-management plans, and a clear implementation roadmap for Year One, with scope for Year Two evolution. A strong emphasis is placed on data-driven decision-making, stakeholder engagement, change management, and sustaining internal coordination to improve service delivery across divisions and departments.

Required Qualifications

  • 15+ years of progressively responsible experience in organizational transformation and change management, from practitioner to enterprise-level leadership
  • Synthesize complex information into clear and concise recommendations and action-oriented implementation plans
  • Develop and effectively implement both strategic and operational project management plans
  • Generate innovative, data-driven, and result-oriented solutions to complex challenges
  • Respond quickly to changing ideas, responsibilities, expectations, trends, strategies, and other processes
  • Communicate effectively verbally and in writing and excels in active listening and conversing
  • Foster collaboration across multiple constituencies to support more effective decision-making
  • Establish and maintain strong relationships with diverse stakeholders, both inside and outside of government, particularly community-based relationships
  • Embrace differing viewpoints and implements strategies to find common ground. Demonstrates confidence and professional diplomacy while effectively interacting with individuals at all levels of various organizations
