Strategy Partner - Medicaid Growth and Policy Strategy

Job Summary
Strategic leadership role focused on shaping and advancing Highmark Health's Medicaid strategy with emphasis on growth initiatives, product development, and both state and federal policy. Responsibilities include guiding market and competitive analysis, analyzing legislation and regulatory policy, developing advocacy strategies, and translating policy landscapes into actionable plans. Requires collaboration across Enterprise, team leadership, problem-solving, data analysis, project management, and effective communication to support a portfolio of strategic initiatives. Preference for a Pittsburgh, PA base with hybrid onsite schedule (Tuesdays–Thursdays onsite). If based outside Pittsburgh, remote work is acceptable. Qualifications include a Bachelor's degree in Business or related field (or equivalent experience), plus substantial experience in strategic planning, consulting, Medicaid/healthcare, and strong analytical and leadership capabilities.
Required Qualifications
- Bachelor's Degree in Business, or related field, or relevant experience and/or education as determined by the company in lieu of bachelor's degree
- 5 years of experience in Strategic Planning or related work experience in Business or Healthcare or equivalent combination of experience and education
- 2 years of consulting experience (external or internal) or equivalent combination of experience and education
- Preferred 6 years of experience in payer, hospital system, or care delivery industry
- Medicaid Managed Care Experience
- Strong quantitative and analytical skills
- Demonstrated influencing, and teamwork skills
- Basic project management skills
- Focus on impacts to the customer of decisions rendered
- Proactive in driving change and continuous improvement
- Strong emotional intelligence, with servant leadership mindset
- Commitment to development of others and self
