Job Summary

Oversee the Development Department's construction and loan closing process, including draw submission, preparation, and permanent loan conversion. Maintain general ledger integrity through monthly reconciliations, journal entries, and inter-company transactions while preparing project-level financial reports to identify cost variances. Support budgeting, forecasting, and annual reporting to track key performance indicators and ensure audit-ready documentation. Collaborate with cross-functional teams, lenders, and counsel to resolve business challenges and implement agency initiatives. Ensure proper internal controls are consistently monitored.

Required Qualifications

  • Bachelor's degree from an accredited college or university in accounting or related field
  • Minimum of 7 years of progressive accounting experience
  • At least 3 years in general ledger and development/construction accounting
  • Demonstrated experience in financial reporting, budgeting, forecasting, planning, and budget variance analysis
  • Previous direct working experience performing inter-company transactions and reconciliations
  • Working experience in participating and contributing to the completion of corporate and statutory audits, including the preparation of audit schedules
  • Knowledge and experience in the application of financial reporting principles
  • Ability to maintain professionalism while under pressure related to multiple deadlines demands
  • Ability to analyze, review, and complete reports within specific deadlines
  • Ability to prioritize and organize assigned tasks to achieve optimal use of time
  • High proficiency in using Microsoft Excel
  • Moderate proficiency in Microsoft Office Suite (Word, Outlook, etc.)
  • Excellent communication skills
  • Critical thinking and strong analytical skills
  • Ability to work with little supervision, and exercise independent judgment
  • On-site presence in El Paso, TX
  • Legally authorized to work in the United States on an ongoing basis

Desired Qualifications

  • Bachelor's degree from an accredited college or university in accounting or related field (preferred)
  • Knowledge of and direct experience with HUD-regulated public housing accounting and compliance (e.g., PHAS, HUD reporting requirements)
  • Previous working experience with YARDI
  • Experience in real estate or construction accounting
  • Bilingual skills (Spanish/English)
