Job Summary
Conduct a rapid desk review of PhilHealth policies and data to map the end-to-end membership journey from registration to claims processing. Analyze utilization patterns and friction points using TB DOTS as a tracer program to identify bottlenecks in service delivery. Co-develop solutions and draft policy issuances to strengthen the continuum of care, while facilitating stakeholder consultations across PhilHealth units and providers. Assess and recommend enhancements to digital platforms for improved interoperability and workflow automation. Submit monthly reports to the U.S. Department of State and participate in weekly coordination calls.
Required Qualifications
- Advanced degree in public health, medicine, health economics, or related field
- At least 7–10 years of experience in health systems strengthening
- At least 7–10 years of experience in health financing or insurance systems
- At least 7–10 years of experience in service delivery and/or primary care systems
- Strong background in data analytics and systems thinking
- Strong background in policy development and implementation
- Experience working with government and multi-stakeholder environments
- Excellent communication and analytical skills
- Excellent written and oral communication skills in English and Filipino
Desired Qualifications
- Experience working with PhilHealth or similar national health insurance systems
- Familiarity with Universal Health Care reforms and primary care models
- Experience with development partner–supported programs
- Experience in embedded advisory or delivery-unit models
