Job Summary
Lead transportation equity policy initiatives in California and nationally, driving legislative and regulatory proceedings with agencies like CARB, CEC, CPUC, and CTC. Conduct landscape analyses, literature reviews, and interviews to identify racial inequities, producing high-quality reports, comment letters, and recommendations that center communities of color. Manage a team of program staff, fellows, and summer associates, overseeing daily workflows, recruiting, interviewing, and providing performance evaluations. Build coalitions through advanced outreach to community organizations, legislators, and regulators, while representing the institute at conferences and public forums. Track policy developments across state, national, and federal levels, and assess the short- and long-term impacts of enacted policies on low-income communities.
Required Qualifications
- Bachelor's Degree
- Three to five years of direct, related experience in policy, government, non-profit advocacy, or law
- Two years in a similar Manager role
- Experience navigating the legislative and regulatory policymaking processes
- Experience supporting causes that serve vulnerable populations or low income communities of color
- Ability to prepare well-organized written reports and other communication documents
- Ability to deliver effective presentations to diverse groups and present complex information in a meaningful way
- Excellent research skills with the ability to synthesize information from multiple sources into a coherent writing, as well as a strategy and workable plan
- Strong project management skills to manage multiple priorities, stakeholders, and workflows
- Experience using Slack, Google Suite, and Microsoft Office Suite
- Ability to adhere to a project budget and timeline, and assist hiring and managing consultants
- Proven ability to work with emotional intelligence, navigating individual and team conflicts productively, with empathy and integrity
- Ability to work with significant independence responding creatively and strategically when confronted with complex and multifaceted opportunities and challenges, and being able to manage supervisory relationships at multiple levels
- Ability and willingness to travel, as needed, to meetings and conferences throughout the state and other locations in the United States
