Job Summary

Serve as the EVM focal point between technical, cost, schedule, and program management teams to guide program execution and ensure compliant Earned Value Management implementation. Build partnerships with program personnel to support execution while maintaining adherence to ANSI/EIA-748, Northrop Grumman System Description, and Corporate Command Media standards. Provide on-the-job training to CAMs for EVMS activities including baselining, forecasting, change control, risk management, and monthly performance measurement. Develop and deliver training on Program Execution, EVM, Agile, and best practices to enhance shared understanding of compliance. Identify and implement EVM process updates, perform monthly reviews of DCMA Earned Value Compliance Metrics for independent risk analysis, and report issues to senior management. Conduct analysis and corrective action assessments on cost/schedule data non-compliance related to IPMR, IMPDAR, CFSR, and EAC. Lead and participate in internal and subcontractor EVMS surveillance, and support DCMA reviews including Integrated Baseline Reviews and Joint Surveillance Reviews. This role supports the AS Sector EVM Home Room Organization in implementing data-driven analytics into program performance outcomes.

  • Must be able to obtain and maintain Program Access within a reasonable period
  • Must have an active U.S. Government Secret Clearance or higher (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation)
  • Must have Earned Value Management (EVM) experience, such as cost management experience, program planning and scheduling experience, and/or CAM experience
  • Must have strong working knowledge of Earned Value Management principles and experience
  • Must have experience interfacing with government audit agencies, such as the DCMA and/or the Defense Contract Audit Agency (DCAA)
  • Must have working knowledge of FAR/DFARS, and/or other U.S. Federal Government contracting regulations
  • Must have a Bachelor's degree with 8 years of experience in Business, Finance, and/or Aerospace and Defense Business related experience
  • Must have a Master's degree with 6 years of experience in Business, Finance, and/or Aerospace and Defense Business related experience
  • Must have familiarity with Earned Value Management principles
  • Must have practical knowledge of ANSI/EIA-748 standards
  • Must have experience with Customer, Internal, and DCMA Earned Value surveillance activities
  • Must have understanding of common cost management tools such COBRA, Checkmate, JIRA, MES, and QSST
  • Must have understanding of common scheduling tools such as MS Project, Primavera, or Open Plan
  • Must have experience leading programs in audits / reviews government agencies such as the DCMA and the Defense Contract Audit Agency (DCAA)
  • Must have extensive experience with Subcontractor surveillance and data management
  • Must have active DOD Top Secret clearance and former Special Access Program (SAP) clearance
  • Must have Aerospace/Defense Industry Experience
  • Must have knowledge of DCMA health metrics
  • U.S. Citizenship is required for all positions with a government clearance and certain other restricted positions

Desired Qualifications

  • 5+ years' experience with Earned Value Management
  • Experience with common cost management tools, such as COBRA
  • Experience with common scheduling tools such as MS Project, Primavera, Empower and/or Open Plan (OPP)
  • Experience leading programs in audits / reviews government agencies such as the DCMA and the Defense Contract Audit Agency (DCAA)
  • Extensive experience with Subcontractor surveillance and data management
  • Active DOD Top Secret clearance and former Special Access Program (SAP) clearance
  • Aerospace/Defense Industry Experience
  • Knowledge of DCMA health metrics
