Sr. Manager, International Government Programs

Job Summary
Own and drive the full lifecycle of international government programs, from contract kickoff through operational deployment and ongoing support. Translate signed contracts into executable plans with defined milestones, deliverables, and accountability, while managing scope, schedule, budget, and technical risk across multiple concurrent engagements in diverse regulatory environments. Serve as the primary point of contact for international government customers, building direct relationships with decision-makers and navigating complex procurement processes. Proactively identify and resolve blockers, close gaps between customer expectations and delivery, and maintain momentum without waiting for institutional frameworks. Lead pre-sale engagements by driving deal reviews, validating POC scope, and ensuring technical and financial analysis is complete before commitments are made. Report program health and risks to senior leadership with clear, honest assessments.
Required Qualifications
- 8+ years of hands-on program or project management experience delivering complex technical programs for or with international government customers
- Direct delivery responsibility, not advisory or consulting roles where execution sat with another team
- Direct experience working with government agencies outside the United States: national meteorological services, defense ministries, civil aviation authorities, disaster management agencies, or similar
- Understanding of how international government procurement and contracting works because you have lived it
- A track record of personally owning and delivering programs end to end in environments without extensive institutional support
- Experience building the structures and processes needed to execute, not just operated within existing ones
- Proven ability to manage multiple concurrent programs across different countries, time zones, and regulatory frameworks without losing control of details or timelines
- Strong cross-functional influence skills
- Track record of getting things done through teams you do not manage: engineering, science, legal, product
- Ability to align people, resolve conflicts, and create urgency without formal authority
- Excellent communication skills in English (written and spoken)
- Ability to write a clear program status
- Ability to run a structured review
- Ability to hold your own in a room with senior government officials
- Willingness to travel internationally as programs require
- Meaningful in-country presence when customer relationships or program milestones demand it
- Access to technology that is controlled under U.S. export control laws and regulations
- U.S. citizenship, permanent resident, or protected individual status
- Ability to obtain required licenses if needed
Desired Qualifications
- Experience with weather, climate, earth observation, or environmental monitoring technologies
- Familiarity with SaaS or Data-as-a-Service delivery models in a government context
- Experience navigating both solicited (RFP/RFQ/tender) and unsolicited procurement paths in international government markets
- Commercial acumen: understanding deal economics, pricing structures, contract negotiation dynamics, and how delivery decisions affect margin
- Additional languages relevant to our international markets (Spanish, Portuguese, Thai, Bahasa, French, or others)
- Experience in a high-growth startup or scale-up environment where you had to build the operating model while running programs
