Job Summary
Senior Government Contracts Manager responsible for leading government contract activities across nuclear portfolio, including analysis of RFPs, drafting terms and assumptions, ensuring regulatory compliance, negotiating contracts, managing risk, training stakeholders on government contracting practices, coordinating with sourcing for subcontractor flow-downs, and guiding project teams through contract execution to meet FAR/DFARS/DEAR and 2 CFR 200 requirements. Requires strong written/oral communication, ability to influence across a matrixed organization, experience with diverse contract types (FFP, CPFF, IDIQ, Cooperative/ EPC), and NCMA certification preferred.
Required Qualifications
- Bachelor’s degree from an accredited university or college
- Minimum of 10 years of professional experience in government contracting
- Access to U.S. export-controlled information (final offers contingent on authorization)
- Strong knowledge of FAR, DFARS, DEAR, and 2 CFR 200 Uniform Guidance
- Experience with various contract types (FFP, CPFF, IDIQ, Cooperative Agreements, EPC, etc.) and contract change management
- Ability to lead and negotiate government contracts; strategic negotiation skills
- Regulatory compliance oversight across acquisition lifecycle
- Exceptional communication skills; ability to influence and lead multiple stakeholders
- Industry experience interfacing with government entities or prime contractors
- NCMA certification preferred
- Ability and willingness to travel to Wilmington, NC as needed
- Buy American Act and related domestic preference knowledge
- Experience with proposal leadership and regulatory filings
- Supply chain coordination for flow-down packages
- Experience with government procurement regulations and risk management
