Sr Financial Analyst - IT Investment Management / CPIC Support

Job Summary
Prepare and submit IT capital investment information per OMB/OCIO standards, including data calls, budget submissions, and acquisition strategy documentation. Maintain a portfolio of up to 10 IT Business Cases, track investment performance metrics, and deliver monthly, quarterly, and annual reporting to leadership and governance boards. Plan, review, and route up to 100 Acquisition Approval Requests annually while maintaining SharePoint sites and spend plan updates. Manage the CEC Risk Registry to identify and document program, system, security, and financial risks. Support continual improvement of CPIC and AAR processes, including evaluation of AI tools. This remote position requires 5+ years in federal IT investment management and proficiency with AgMax, 1OCIO, and Excel.
Required Qualifications
- Bachelor's degree in Finance, Accounting, or related field (or equivalent experience)
- 5+ years in financial analysis, budget formulation, or federal IT investment management
- Working knowledge of Clinger-Cohen Act, OMB Circulars A-11/A-130, and FITARA
- hands-on CPIC, PortfolioStat/IDC, and investment scoring experience
- Experience with AgMax, 1OCIO, or comparable federal investment/financial systems
- proficiency in Excel, PowerPoint, and SharePoint
- Strong communication skills for executive-level presentations (quad charts) to governance boards
- strong organizational skills across multiple concurrent deliverables
- Min 5+ Years in federal government project
