Job Summary
Senior Construction Procurements and Contracting Administrator II role supporting end-to-end procurement for complex capital construction and facilities programs in Boise, ID. Responsible for developing RFx packages, evaluating supplier proposals, negotiating terms, and administering a portfolio of construction contracts (lump sum, unit rate, time-and-material, GMP) including change governance. Drives commercial controls such as scope alignment, pay-application validation, insurance/bonding compliance, and contract closeout, with proactive identification of cost, schedule, and risk impacts. Collaborates with project management, engineering, finance, and legal teams to deliver audit-ready documentation, supplier performance monitoring, and governance through award, execution, and closeout phases. Minimum qualifications include a bachelor’s degree (or equivalent) in construction management or business administration (or engineering) and at least 5 years in related construction disciplines. Preferred qualifications include experience with large-scale capital programs, MEP/civil/structural trade partners, and familiarity with cost structures and contract mechanisms. Required Qualifications
- Bachelor's degree or equivalent in construction management or business administration, or alternatively engineering
- At least 5 years of experience in Construction Disciplines: Project Management, Procurements, Contract Administration, Facilities Purchasing (Buyer)
- Proficient in written, verbal communication and presentation skills
- Experience with US Construction Trade Markets
- Knowledge of construction contract mechanisms (lump sum, unit rate, T&M, GMP) and related procurement processes
- Ability to develop RFx packages, evaluate supplier proposals, and manage post-award governance
- Strong analytical and audit-ready documentation capabilities
- Experience coordinating with project management, engineering, finance, and legal teams
- Experience negotiating commercial terms and contract amendments
- Knowledge of lien waivers, progress measurement, and contractor closeout
