Job Summary
Conduct business process analysis, design, and improvement efforts by translating needs into technical requirements and performing AS-IS/TO-BE documentation. Execute discovery assessments, root cause analysis, and implementation planning including SOPs, testing, and change management. Manage backlog governance, sprint planning, and dependency analysis for IT products supporting VA enterprise systems such as payroll, claims processing, and financial reporting. Provide expertise in configuration management, strategic planning, and training support while applying Six Sigma and Lean methodologies to modernize workflows. Perform process design under Government direction and develop performance metrics to drive continuous improvement across the Financial Technology Service.
Required Qualifications
- 7+ years of experience
- Bachelor's degree
- Ability to rapidly prioritize competing requirements
- Ability to understand and simplify customer requirements
- Ability to communicate end user feedback to technical and design leads
- Strong communication skills
- Strong understanding of Software Development Life Cycle (SDLC)
- Process Improvement/ Process Design practices, such as: Six Sigma
- Process Improvement/ Process Design practices, such as: Lean
- Process Improvement/ Process Design practices, such as: Total Quality Management
- Process Improvement/ Process Design practices, such as: Theory of Constraints
- Government Policies and Procedures related to IT implementation
- Standardizing approach to Security authorizations for Cloud Service Offerings
- Information Technology Project Management
- Federal Information Security Modernization Act
- Authority to Operate (ATO) processes
- Business Analysis
- Proven knowledge of industry standards
- Ability to travel onsite in Washington, DC
- Ability to obtain and maintain a public trust clearance
- Legal authorization to work in the U.S.
