Job Summary
Support Sponsors in providing assurance of project readiness through planning, design, delivery, and operation to ensure project benefits are delivered on time and within budget. Develop recommendations and prepare materials for corporate governance bodies, including the Investment Panel and Metrolinx Board, defining project scope and securing budget and funding. Monitor bus project risks, constraints, and contingencies to avoid additional costs, penalties, and delays, proactively escalating issues to Sponsors. Gather and develop project requirements for bus investments, procurements, and initiatives, including research, working group facilitation, and documentation of infrastructure and operational needs. Leads the development of business cases, environmental assessments, and design to inform decision-making on GO Bus infrastructure projects. Evaluate outputs of modelling and analysis to ensure alignment with organizational, customer, land use, operational, and financial objectives. Oversee consultant assignments, negotiate fees, cost sharing agreements, approvals, and contractual claims. Contribute to the development, review, and monitoring of business cases, benefits realization plans, funding submissions, and performance requirements. Critically analyze service and infrastructure proposals to ensure alignment with strategic directions, construction timelines, operational constraints, customer impact, and available resources. Conduct initial analyses, research, and studies in support of transit investment planning, providing advice on technical and socio-economic impacts. Develop new strategies, present conclusions and recommendations to the Sponsor or Senior Management Team, and suggest alternate strategies for bus initiatives. Work to ensure alignment of plans with transit policies, factoring in impacts, costs, benefits, and other considerations in a timely manner. Develop and integrate processes and procedures that define roles and responsibilities in review and decision-making at various stages of work. Develop and sustain strong working relationships with internal and external stakeholders, including municipal officials, transit service providers, NGOs, and landowners, to foster new initiatives, develop partnerships, strengthen transportation planning, and project delivery.
Required Qualifications
- Completion of a degree in Planning, Engineering, Urban Studies, Architecture, Geography or a related discipline
- Completion of a combination of education, training and experience deemed equivalent to the degree requirement
- All applicants must be legally entitled to work in Canada
- A Criminal Record Check may be required of the successful candidate
Desired Qualifications
- Registered Professional Planner (RPP) designation recognized by the Ontario Professional Planners Institute (OPPI)
- Professional Engineers of Ontario (PEO) designation
- Project Management Professional (PMP) certification
- Comparable professional designation to RPP, PEO, or PMP
- Demonstrated experience in leading and developing projects and strategy
- Demonstrated experience in urban/transportation planning
- Demonstrated experience in transit infrastructure
- Experience preferably in the public sector
- Familiarity with the bus sector
- Knowledge of zero emission buses
- Experience working in a transportation / transit planning environment
