Job Summary

Specialist within the Corporate Strategy team to support the Corporate Management Team (CMT) in setting direction, pushing Mayoral priorities, and strengthening the coherence of strategic advice. Two posts will focus on Government Moments (coordinating and drafting inputs to Budget, Spending Reviews, fiscal statements, Bills and consultations; ensuring narrative and core asks are jointly owned with PASP) and Foresight, Issues & Narrative (horizon scanning, strategic synthesis, and narrative development to identify emerging risks and opportunities). Day-to-day responsibilities include planning, coordinating, drafting strategic inputs to Government moments, maintaining end-to-end operating models, and working with CMT, PASP, CIU, and policy teams to integrate long-term trends into strategic choices. The role requires collaboration across teams, ability to produce decision-ready briefs, and the capability to translate political vision into action plans while coordinating across tight deadlines and high-tempo environments. The role is based at City Hall in London with hybrid working up to 3 days per week (office and remote). The applicant should demonstrate strategic thinking, analysis, influencing, planning and organising competences, and experience engaging senior decision-makers.”,

Required Qualifications

  • Ability to identify what matters for CMT and political audiences and frame issues accordingly
  • Strong critical thinking to spot weak logic, evidence gaps and unintended consequences
  • Credible influencing skills and constructive challenge
  • Strong triage capability and clear decision on escalation
  • Understanding of London government policy and funding; ability to build persuasive narrative in briefings and submissions
  • Experience coordinating cross-organisation work to tight timetables with governance and quality assurance
  • Experience working with senior decision-makers in high-tempo environments
  • Demonstrable experience coordinating cross-organisation submissions or responses to high-stakes external processes (e.g., fiscal events, consultations, legislative processes)
