Job Summary
Special Revenue and Enterprise Funds budget responsibilities requiring collaboration with budget managers, department heads, and fiscal staff to develop annual budgets for general fund and agency departments; monitors grant compliance, cash flow forecasting, and five-year forecasts; prepares monthly/quarterly analyses and performance metrics; converts annual budget data for cash flow forecasting; creates analytical schedules for fringe benefits, position control, and cost-accounting allocations; uses Excel extensively (pivot tables) and ERP systems for financial analysis; requires strong GAAP knowledge, public-sector accounting experience, and on-site presence in Reading, PA.
Required Qualifications
- Bachelor’s degree in accounting, finance, or business with emphasis in accounting
- Six (6) plus years of recent experience in public sector financial accounting and/or budgetary analysis or related private sector experience
- Proficiency with Excel (pivot tables, data analysis)
- Ability to analyze GAAP-related provisions and general fund impact (preferred)
- Experience with ERP platforms for financial analysis and budgeting (preferred)
- Ability to multitask and attention to detail (required)
- Excellent oral and written communication skills (required)
- Ability to collaborate on projects and teams or work independently (required)
- Physical presence in the office is required
