Smart City IT Lead Consultant

Job Summary
Lead the design and assessment of enterprise and citywide architecture frameworks (e.g., TOGAF-aligned), prioritizing capability design, operating models, and integration patterns before system selection. Define and evaluate integration architectures across IT systems, data platforms, digital twins, command and control environments, and line-of-business applications; map and optimize business processes to technology capability stacks; establish architectural governance principles and review mechanisms. Act as senior stakeholder interface translating between enterprise IT, smart city strategy teams, construction delivery leadership, and master systems integrators. Demonstrate ability to work at the intersection of business strategy and technical delivery with strong analytical, communication, and stakeholder-management skills.
Required Qualifications
- Minimum 10 years of experience in enterprise architecture, solution architecture, or IT strategy roles within large-scale city/government programmes or complex corporate environments
- Bachelor's or Master's degree in Computer Science, Information Systems, Engineering, or related technical discipline
- Professional certifications such as TOGAF, Enterprise Architecture, or equivalent credentials are highly desirable
