Small Grants Programme National Coordinator [Open to Tier 1 & 2 applicants]

Job Summary

Oversee the implementation of the GEF Small Grants Programme in Madagascar by supervising the Country Programme team, managing grant allocations, and coordinating the National Steering Committee. Formulate and execute the Country Programme Strategy, conduct periodic project monitoring field visits, and authorize planning grants while ensuring adherence to financial and operational standards. Mobilize resources from government and donors, facilitate stakeholder workshops for civil society organizations, and support grantees in securing co-financing and partnerships. Document lessons learned, manage administrative tasks including procurement, and report periodically to the Central Programme Management Team on implementation status and financial results.

Required Qualifications

  • Tier 1 or Tier 2 applicant status (UNDP/UNCDF/UNV staff holding permanent or fixed-term appointments)
  • Experience in grant management, project monitoring, and evaluation
  • Experience in resource mobilization and partnership development
  • Experience in knowledge management and communication
  • Experience in administrative tasks including procurement and travel
  • Ability to supervise and provide guidance and coaching to programme associates
  • Ability to prepare and implement annual work plans and budget proposals
  • Ability to set performance parameters and assess team performance
  • Ability to manage grant allocations and country operating budgets
  • Ability to exercise quality control over project ideas and concepts
  • Ability to organize stakeholder workshops and project development sessions
  • Ability to work closely with Civil Society Organizations (CSOs) and Community-based Organizations (CBOs)
  • Ability to authorize and manage project planning grants
  • Ability to conduct periodic project monitoring field visits
  • Ability to plan and serve as secretary to the National Steering Committee
  • Ability to foster programme, project, and policy linkages
  • Ability to report periodically on programme implementation status
  • Ability to undertake monitoring and evaluation of SGP Country Programme and projects
  • Ability to perform and coordinate administrative tasks adhering to SGP SOPs
  • Ability to establish and maintain close working relationships with stakeholders
  • Ability to assess interest and priorities of key donors and development partners
  • Ability to develop and implement resource mobilization and partnership strategies
  • Ability to support SGP grantees in securing co-financing and project level partnerships
  • Ability to facilitate knowledge management and communication
  • Ability to access and distill best practices
  • Ability to support capacity building and networking of grantees
  • Ability to ensure sound programme results and impacts
  • Ability to develop and implement innovative, technically sound and socially inclusive grant portfolios
  • Ability to ensure effective and efficient use of resources
  • Ability to increase trust by clients and donors
  • Ability to create opportunities for visibility, partnerships and co-financing
  • Ability to perform other duties within their functional profile
