Job Summary
Small Business Finance Manager role supporting SBIR/STTR portfolio and ARPA-H-funded programs. Responsible for planning, tracking, and execution of financial activities across small business awards, developing budget trackers, dashboards, spend and obligation plans, and coordinating funding across contracts, grants, cooperative agreements, OTAs, and related mechanisms. Contributes to funding coordination, forecasting, burn-rate analysis, and reconciliation of planned vs actual execution. Produces recurring and ad hoc reports, leadership summaries, and financial analyses to inform decision-making; supports internal reviews, risk identification, and coordination with acquisition, grants, and financial management stakeholders. Helps align technical progress with financial execution, develops budget documentation, and supports strategic planning and portfolio reviews. Requires strong data-driven skills, experience with financial visualization tools (Power BI/Tableau), project tracking (Trello/Jira), and excellent communication. Public Trust verification is noted; candidates with relevant background in government/research/healthcare/defense/technology recommended. The compensation range is $53,000 to $108,000 annually; posting notes a fully remote/hybrid/onsite work model and a United States location (Washington, DC).
Required Qualifications
- Bachelor's degree in Business, Finance, Accounting, Economics, or Public Administration
- 4+ years of experience in business finance, budget execution, accounting, financial analysis, or program control in government/research/healthcare/defense/technology environments
- Experience with SBIR and STTR lifecycle and financial considerations across phases
- Experience with budget planning, obligation and expenditure tracking, forecasting, reconciliation and financial reporting
- Experience with federal budget and funding concepts (contracts, grants, cooperative agreements, OTAs)
- Experience with Trello and Jira; Power BI or Tableau for financial visualization and reporting
- Experience supporting portfolio reviews, executive briefings, and senior leadership reporting in a small business or innovation program context
- Public Trust
- Bachelor’s degree as a qualification; nice-to-have Master’s degree and ARPA-H or health/science organization experience
