Job Summary
Manage contractual deliverables for operations, logistics, and maintenance support to Commander Navy Region Southeast, providing day-to-day oversight of BOMS personnel including Coxswains, Deckhands, and Boat Technicians. Develop objectives, allocate resources, and establish policies while conducting quality assurance checks on maintenance and repair processes. Resolve employee complaints, handle disciplinary measures, and approve leave requests. Ensure compliance with US Coast Guard licensing, ABYC, and ABS standards, and develop shipyard work packages for ship movements. This contract at Naval Station Panama City, FL, is contingent upon award and not currently funded.
Required Qualifications
- BA/BS Degree in Management, Marine Transportation or Engineering
- five (5) years' of relevant experience in waterfront operations management
- demonstrable leadership skills
- full understanding of training evolutions required to support all aspects of harbor operations, small boat and work boat operations, oil spill response, facility response plans, and oil spill booming strategies
- ability to guide and direct small boat maintenance to include outboard engine, diesel engine and hull predictive, preventive and corrective maintenance requirements
- in-depth understanding of United States Coast Guard licensing requirements
- ability to schedule required manpower and equipment for ship movements and operations
- knowledgeable with American Boat and Yacht Council (ABYC) and American Bureau of Shipping (ABS) standards
- ability to develop shipyard and ship repair work packages with specifications
- Intermediate level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
- ability to communicate effectively with all levels of employees and outside contacts
- Strong interpersonal skills and good judgment with the ability to work alone or as part of a team
- Must be able to lift up to 25 pounds
- Must be able to stand and walk for prolonged amounts of time
- Must be able to twist, bend and squat periodically
- Must be able to obtain and maintain a security clearance at the Secret level
- US Citizenship
