Job Summary
Shelter Cluster Technical Advisor position based in Amman, Jordan. Leads shelter programming guidance within the cluster, chairs Technical Working Groups, coordinates with partners and authorities, ensures adherence to Sphere and international standards, conducts field visits to identify emerging issues, supervises two coordinators/advisors, contributes to strategy development, and supports cross-cluster collaboration. Requires an Advanced Master’s degree in Civil/Structural/Architectural Engineering or related field, at least 5 years’ managerial shelter experience in emergencies, proficiency with CAD/MS Office, knowledge of Sphere, Arabic language, and willingness to travel ~50% to field locations. Duty station: Amman, Jordan; contract 12 months with renewal subject to funds; NRC Palestine field travel; grade 9 salary scale; equal opportunity employer.
Required Qualifications
- Advanced University Degree (Master’s/ MPhil) in Civil/Structural/Architectural Engineering or another relevant field
- Minimum 5 years of Professional Experience in Shelter, Non-Food Items, at a managerial level in emergency and conflict and post conflict environments
- Has experience within the humanitarian architecture (cluster system) and with humanitarian appeals, humanitarian response plans and common humanitarian funds
- Good knowledge of shelter-related technical guidelines and international standards, including Sphere
- Sound technical knowledge and experience on traditional architecture materials, construction methods, and resilient construction techniques
- Proficiency in computer applications (MS Word, Excel) and knowledge of CAD software is required. Skills in graphic design (Adobe Suite) software is desirable
- Knowledge of Palestine context
- Ability to work under stressful conditions, meet short deadlines and travel extensively at short notice to support field operations
- Completion of the Shelter Cluster Coordination Training Programme (IFRC/UNHCR) and/or the Shelter and Settlements in Emergencies Training is highly desirable
- Knowledge of Arabic and experience working in Palestine or comparable humanitarian contexts in the Middle East is highly desirable
- Experience from working in complex and volatile contexts
- Excellent advocacy and representation skills including the ability to develop strong interpersonal relationships to facilitate communication within the cluster
- Able to work under extreme pressure and good at timely decision making
