Shelter Associate

Job Summary
Based in Kharkiv, oversee UNHCR’s Emergency Shelter and Housing activities in the Kharkiv and Sumy oblasts, coordinating with government authorities, design service providers, contractors, and partners to ensure safe repair and rehabilitation of shelter infrastructure. Monitor and report on contractor performance, assist with procurement and preparation of Terms of Reference and Bills of Quantity, review technical documentation and designs for compliance with UNHCR and government standards, and supervise design and construction activities while ensuring timely, transparent execution. Travel within the oblasts is required, with overnight stays in remote locations. The role focuses on oversight rather than detailed design work, working with engineers and architects to ensure documentation is delivered safely and accurately.
Required Qualifications
- Bachelor’s degree in Civil engineering, Architecture or Construction Engineering (or other related field) is required.
- Minimum 2 years of relevant work experience with Bachelor or equivalent or higher
- Knowledge of English and Ukrainian languages is required.
