Senior Workforce Development and Talent Acquisition Manager

Job Summary
Senior-level role overseeing workforce development and talent acquisition for a manufacturing environment. Owns full-cycle recruiting for high-volume production, maintenance, and skilled-trade positions; develops diverse sourcing strategies including job fairs, digital campaigns, and employee referrals; tracks metrics (time-to-fill, cost-per-hire) and presents insights to leadership. Leads onboarding programs to reduce turnover within the first 90 days; collaborates with supervisors to support new hires. Develops workforce strategy and pipelines through partnerships with schools, technical colleges, apprenticeship programs, and workforce agencies; conducts skill-gap analyses and implements training solutions for job readiness and internal career advancement. Represents the company at recruiting events, enhances employer brand, and maintains dashboards to measure recruiting, onboarding, and retention effectiveness. Requires Bachelor’s degree (Master’s preferred), 10+ years in HR/TA/Workforce Development in manufacturing, and experience with ATS/HRIS/LMS. Work environment splits between office and manufacturing floor with PPE/safety protocols; occasional travel to recruiting and training events.
Required Qualifications
- Bachelor’s degree required (Master’s degree preferred)
- 10+ years of progressive experience in Human Resources, Talent Acquisition, or Workforce Development, with demonstrated success in a manufacturing or industrial environment
- Proven success in developing and managing hourly and skilled-trade recruiting and retention programs
- Experience with workforce planning, data analysis, and using HR systems (ATS, HRIS, LMS) to drive decisions
